About three or four updates ago we got a screen-saver feature. I have it turned off.
Open the Set Wallpaper down on your shelf. (AKA Taskbar) 
The update we got a couple days ago turned off the Delete in the download folder.
Now you have to click Move To Trash, then delete it out of Trash.
