My understanding is the he succeeded upon his father's abdication. It is hard to know without actually knowing Japanese, but I suspect his statement about the enthronement was more like, "Now I have truly become emperor."

When did Naruhito become Emperor? Upon his father's abdication or at the enthronement? I would say upon his father's abdication, but didn't the new Emperor at the enthronement say that he today had become Emperor?
