--Previous Message-- I have regarded Samoa as a sort of monarchy (because two nobles were elected as joint heads of state in 1962), but will not include Samoa anlonger when my Longest reign site is updated (will do so after Sarkozy has taken office as Co-Prince). The Constitution does not say that the next head of state has to be a noble, so I will regard it as a republic. DTH
