Actually, what the CNN story says that it has been a tradition since the Maiji period (or rather, the Meiji era) not to choose a too complicated name, one that the public would not feel familiar with. The tradition of using names ending in "-hito" goes a long way back, way beyond the Meiji era. (According to Wikipedia, if that is to be trusted, that tradition started all the way back in the Heian period).
