Remember there are hundreds of applicants and not everyone qualifies. The ones who are qualified could have had road blocks along the way of life, that, without explanation, could be interpreted by a committee as reason to deny acceptance or put on a waitlist. Use a dictionary to help you out, also...Cicumstance...A condition or fact that determines or must be considered in the determining of a course of action.
