'They say' they only look at the better grade. I have a few repeated courses on my undergrad transcript (calculus-yuck!). The first year I applied to AA schools (3) I was not accepted by any. The second year I applied (2 only this time) I was accepted by one (and thrilled!). But I had pretty good GRE scores, a MS degree, and a number of years of related work experience. So repeated courses are not necessarily the kiss of death, but the rest of your application (and interview) need to be really strong, I think.
