Actually, I asked when I was at my interview. The impression I was given was that the candidates were scored and then ranked. The top ranking candidates would be let in immediately and those who were high up on the list would be invited as others declined.
They said it only made a difference if you needed a 100% yes or no answer by the 23rd. Otherwise, everyone is going through the same process.
