Not quite correct.
Back in 1991 the Department of Defense said they would start using AAs. However, with the fall of the USSR and the massive draw down of the US military medical forces, to the point they were giving early retirements to CRNAs to get rid of them, the proposal never went anywhere. However, the statement is still there even if they never did anything about it.
