Each AA program is an independent entity. Each sets the admission requirements as they see fit. Whether you like it or not, you, as a prospective student, don't get to tell the programs what they should or shouldn't require. Their goal is to recruit and admit the most qualified students they can find.
And it's really very simple - you can meet the admission requirements and have a chance for an interview, or you can ignore them, tell people to kiss your ass, and get the skinny little envelope with two sentences on the letter inside that basically says, "Thanks, but no thanks - you don't meet our requirements".
