The Federal government can not pass a law to get you going in all 50 states.
However, recognizing you as providers under Tricare, the VA and having opened the issue of using AAs in the military certainly has gotten your foot in the door. You can push at the federal facilities as they are not limited by state law. (VA hospitals, military hospitals, Indian hospitals, USPHS facilities, etc.)
Another approach to consider is the one used by the supporters of Concealed Weapons Permits and the Castle Doctrine. You get a good law passed in one state then use that law as a basis to get it passed in another state. In that manner, one state legislature did the work for the next and the thing can snowball quite quickly. Just make sure the sample law you are using is what you really want. It is pretty hard to change a practice act any great amount once it gets passed.
