The reason why my friend thought it might just be something to make fun of Europe is because that happens a lot. Foreigners are often presented to be complete airheads in a lot of shows and movies. It's not really that funny when you notice how often it happens.
Like I used to really like the movie Eurotrip when I was younger, but now I kinda see it as insulting.
