I believed in wearing the hat, when appropriate...not when the wind was blowing 80 mph, or you were battling with some dirtbag, but during normal contacts with the public. It made us look professional and provided a more imposing presence. Unfortunately, too many officers used the first two exceptions as an excuse to never wear the hat.
