WV has been Constitutional Carry for quite a while. The state has even lowered the age to buy a handgun and be able to carry it from 21 to 18.

As long as you can legally possess a handgun, you can open carry or carry concealed.

We have no waiting period when buying a gun. Walk in the gun store, fill out the 4473 and as soon as the ok comes back (about 15 minutes), you pay for the gun and leave with it.

When I bought my most recent handgun, the gun store gave me a complimentary box of rounds and a card good for an hour's indoor range time

You can still get a permit if you want for those states with reciprocity.
