Cultural Indoctrination

I'm just curious. I think it's always a good idea to understand the people in the communities we serve. It can make the job easier. But should that include making it mandatory to force everyone to go to an ethnically centered museum so they can better understand the travails of a particular group of people? Are we supposed to be more sympathetic to that particular group? Treat them differently, maybe give them a break because of a sad history? Not enforce the laws equally? I have been told that this mandatory cultural indoctrination happened recently, and that it further lowered moral and caused division in the department. Please don't take this as racist. Anyone who has worked with me knows I never cared about your skin color, just about being a good police officer. I'm just not sure that this sort of thing helps to unify the department. Because of the topic and perceived sensitivity, I will accept anonymous comments, as long as they are cogent and non-inflammatory.
