But let me add this: I don't think community policing is a partisan issue. There are several thousand police chiefs in this country who have to put up with the same pleadings from their conservative constituents and neighbors as there are on the left. The U.S. Department of Justice has had an "Office of Community Oriented Policing Services" since (at least) 1994, and it has been there through the administrations of Clinton, Bush, Obama, and Trump; and it has been funded by Democratically-controlled Congresses and Republican-controlled Congresses. Let's not politicize every little issue, John. The reason why a lot of these bad ideas won't go away is simply inertia.
