I believe the cap is higher, the county just chooses to use some obscure formula that doesn't always include the cost of commodities we know as costing more. Of course, the county uses "fuzzy" math wherever they can to their benefit. They don't want it to appear as if the retirees are paid well in retirement or more people will want to retire at first chance they get.
