I don’t know whether those on the IJN ships could be rotated. On a related note, John Youngerman years ago built on commission for me an IJN CL with an open Under-bridge hangar and biplane on the platform.

Absolutely! All the aircraft carried RNAS markings, so, it seems that the film was made when the system was being trialed. the flying-off platform was removed before the cruiser went back to Australia and so before she officially became HMAS.
I imagine that the flying-off platforms that were fitted to the Japanese Scout Cruisers worked in a similar fashion. Does anyone have more details?

If you cannot get one, why not kit-bash a WTJ HMS Chatham kit?
It was not until I watched the film below that I noticed that the flying-off platform on A-turret was on a turntableto allow the aircraft to take off into wind without training the gun into wind.
