Roosevelt snuck out of DC to meet Churchill and they dreamed up the Atlantic Charter which ultimately achieved nothing. But while he was "out of town" Dean Acheson,Under Secretary of State, froze all Japanese financial assets on his own initiative which had the effect of economic warfare. FDR did not overrule Acheson since he so disliked the Japanese. Nobody seemed to connect the dots and 4 months later we had Pearl Harbor. (Facts are laid out in the book Bankrupting The Enemy by E.
