The White Ensign paints that I have are all enamel paints for which the standard answer to your question is to use "white spirit" or a "turpentine substitute". If you over thin it, the paint pigment will clump together and sink to the bottom, so I use a non-polar solvent and you can dilute the paint over 50% with that sort of a solvent without any pigment separating out.
