The Japanese vessel is probably a Figurehead CJ91 Momi class that has been rearmed in 1939-40 time period. By the time the war in the Pacific only 3 Momi class were still rated as 2nd class destroyers. The survivors (except for the 3 retained as 2nd class destroyers) now mostly rated as patrol boats, had their shp reduced to 12,000 shp good for 18 knots. Some of the Momi class that had been rerated as Patrol Boats had some further modifications in armament. SHP in some was reduced to 9,000 shp good for 14 knots.
Dont know if this is what your looking for but did find a connection between a Momi and a 4 piper destroyer.
The Hishi (renamed PB No. 37) was engaged by the USS Parrot at Balikpapan and is hit by 2 torpedoes. Although PB no. 37 does not sink right away the damage is severe enough that the vessel is eventually abandoned after all usuable equipment has been removed.
There are so many 4 piper destroyer models available someone with more knowledge on that type will have to answer which vessel that is.
