I have seen this photo as well but it shows no refueling hoses transferring fuel. I have also seen a destroyer at the stern of the cruiser being refueled but again no side by side refueling between the tanker and the cruiser.
It would seem the IJN was using this technique in the 1930s. The attached picture shows the IJN heavy cruiser Furutaka being refueled by the fleet tanker Tsurumi. The Furutaka is still mounting the 7.9 inch guns in single turrets. They were replaced by 8 inch twin mounts during the 1937-39 refit.
