From what I read when this started happening, it happens mostly in young females. It actually signals all the neighboring males that there is a new, young, beauty lookin' for love! That is when they come in and steal the daughters from the fathers, so it serves a useful purpose.
There are two other elements that might be of interest. Ziggy did it dramatically every time she came in heat for a long time, but it has gradually decreased to the point that we seldom see it now. The literature I read says it decreases as they age. Secondly, Zelda never did display in that way. We were pretty sure she didn't even come into heat until at least a year later, but she never demonstrated in this manner, so apparently some do and some don't. Maybe she would have had there been a "cute boy" nearby.
