Sue, several years ago this subject was discussed extensively and although some tried to get a genetic listing started, at the time, there was no cooperation from breeders. Zebras can have many conformation faults such as, knock-kneed, sickle hocked, parrot mouth, etc. As we know, in the wild, the alpha stallion runs off the young males so that inbreeding does not occur. In confinement, however, who knows how often this occurs, which would be a strong reason why breeders are not willing to initiate and maintain a registration system.
