I think you are right about there being a lot of elements involved in getting a zebra to accept a halter. But once they learn, they don't forget. I let mine wear halters all the time. I know that is not the best plan, but it works for us. My concern is that if they ever get loose and are in unfamiliar surroundings, the last thing I want to have to do is keep them calm enough and focused enough for long enough to put a halter on. Just let me snap on a rope and be back in some degree of control.
As far as the buckle issue and the sounds, I used an old halter with huge brass buckles on it and carried it around over my arm for a long time. It tinkled and clattered all the time. I shook it in front of the zebras and let them see it. I used it when I started the next step of touching them with it, dragging it over their backs, etc. I could have chosen a rope halter with no sound, but I think the noisy approach was the one that was best for us.
