You know what I think? It seems to me that both of the situations with the two Barcodes is pretty similar to the one with that Texas cop the other day. The government has their rules that they are trying to enforce, but the individuals doing it haven't a clue how to apply logic to a given situation and deal with it appropriately.
It is a bit surprising to me that the zebras in your story got in trouble while on their way to Springfield. For many years, one of the biggest exotic animal dealers in the U.S. lived just outside of Springfield, and he, from what I have heard, had a large zebra herd. I would think that if there was that much local knowledge of zebras, somebody there would have known how to transport them in a way that would get them there unharmed. What I wonder about was whether the problem was panic and fighting the confines of the truck or trailer, or whether it was two unfamiliar animals tangling with each other.
