It sounds like a draft driving bit. The interior rings could have either been for the over- or side-check rein. Is the general shape of the twisted mouthpeice round or square? The square ones have a sharper edge and can be pretty harsh, but I have used the rounded ones before. They are more severe of course than a plain mouthpiece.
When I was doing riding classes and demonstrations, I used to keep a collection of bits out. I picked them up at auctions and various tack stores. They were old, vicious bits. Basically a collection that is much better suited to hang on a wall, not in an animals mouth. One of my favorites was a "Chainsaw Gag" OUCH! It was an actual chainsaw chain mouthpeice on a sliding gag. Who ever used that seriously needed to look at their horsemanship or the safety of the animal they were working! I have always been facinated by medieval bits too. Make you hurt just looking at them.
