Interesting information. Seems a bit expensive for a cat though. I could get new cats a lot cheaper than I could buy a tracking device. But on the topic of roaming cats, let me tell you about a couple of our experiences.
Years ago we had an OLD tomcat. He left for days at a time and we never worried about him. Then he left for good, or so it seemed. Two YEARS later, my wife saw him cross the road ahead of her as she was coming home. She parked the car and he RUSHED to her. No worse for the wear, it seemed. Now we have a cat who gets along fine with dogs but would rather not ever encounter another cat. She is here and gone so much we don't even try to keep track of her. We don't see her for days at a time, then she will be here for days and then disappear again. Would be nice to know where she is going, but not sure it would help much to keep her at home. At the moment we have one other cat that I would hate to see leave (two in my wife's case). This is a calico that I brought from my dad's place when he had to go to a nursing home. She had been with us only a couple of weeks when we discovered she had cancer on her nose. Our zebra vet froze off the cancer. The cat is doing fine. Dad passed away a year ago, so his cat is sort of lingering link to the past.
