I think your concept of domestication is flawed. Tigers, bears and killer whales have been tamed. So have zebras. But when the offspring are born, they still have the innate characteristics of a wild animal, and in zebras the predominant element is fear. To me, domestication implies that the offspring can be easily handled without expectation of failure or of undue danger to either the animal or the handler. That simply doesn't happen routinely with animals like tigers and zebras.
Where can you get zebras? My advice to many people for many years has been to subscribe to Animal Finders Guide. You will quickly learn that zebras (and most other exotics) are much more plentiful than you had ever imagined. Where you choose to get yours will likely depend on where you live, since transportation over long distances can become quite expensive.
