However, taking the slack out of the bottom seems like it would not work. Part of the problem we have is that when they chew, if their lower jaw touches the halter, it just sort of rubs a spot off coninuously as long as they are eating. So far neither of them has ever gotten a foot caught in a halter, although one of them got her's caught on a low hanging limb once. That turned out to be an interesting training session for her. I have no idea how long she had stood there, although I suspect a couple of hours, but it was just like having her tied to a bungie. She pulled, the branch gave, she gave, the branch pulled. She was more than happy to stand still while I got her unhooked.

It sounds like you have zebras? At least your comment made it sound like you have had some exposure to them.
