mystery tool

I have a metal tool about 1 foot long. It has 2 hollow handles that meet up with a pair of hinged metal plates (four oblong plates about 1/8 inch think, maybe 1.5x2 inches) hinged to make up a square when the handles are opened all the way, and closed (flat) when the handles are closed. no markings. the handles are perforated. It looks like it might be used to grasp various-sized objects (large bolts maybe).
