With more than 400 British potters alone having made willow pattern china, without a mark, the task of identification can be a challenge...and a guess at best. The birds are what we would call split-tail and it looks like the piece could be from the first half of the 18th century. Probably the later part of that time period, 1830s-50s. Again, it's just a guess.
It is the willow pattern most definitely and most likely of British origin. Usually pearlware pieces will have a blue pooling in the glaze, most often found under the plate inside the bottom rim. It's hard to tell with one shard.
