Hi China blue,
Your platter has the pattern known as "Feathered Hat", and the maker is unknown. It is named for the figure on the bridge. His hat does not really have a feather in it. There is a hole in the hat that lets his pigtail go through, but the name came from British people who didn't know that. It is early 1800s.
