If the two men on the bridge are on a bridge with just one rounded arch, then the pattern is not the standard willow pattern. It would probably be Two Temples I variation Temple or Two Temples II variation Broseley. Many different potteries produced those patterns. If there are 3 men on a 3-arch bridge, that is one of the indications that you have an example of the standard -- or traditional willow pattern. But as Jeff said, there are many variations within each of those types.
