Hi Gina,
If you see the capital letter B intertwined in the shaft of the anchor in the printed mark, it is the British Anchor Pottery in business from 1884 to 1982. The firm made a good deal of blue willow pattern in dinnerware and tea ware. If the numbers are impressed in the saucer, it may be a dating code that was impressed into the piece before it was decorated.
