If you play a whiff then there is intention to hit the ball and you pay a penalty shot. If you address the ball and back off there is no intention to hit and no penalty. If you take a backswing and back off there is no penalty. Notice Padraig Harrington in the recent match play from Wentworth actually made a downswing but deliberately overflew the ball. He claimed no intention to hit the ball and the referee agreed with him. No penalty.
