My Wild Pigeon is sick!

I found a pigeon in my back yard that was unable to fly. I took him in and have kept him as a pet for 3 years. He was able to fly but now he is sick and doesn't fly or continue with his normal habits. I took him to the vet and they gave him some medication. It worked at first but then he started to be ill again. I am limited with $$ and cannot afford to take him to the vet again. What can I do for him? I am VERY concerned.
