Cliff if the dogpark is fenced off leash would be okay. However if not this would not be safe as a westie loves the chase and a squirrel or bunny would be a major distraction especially if in a traffic area. My Mollie is only off leash when we are on our 130 acreas with no roads. I am fortunate that she reacts to a recall well but I would never trust her in our front yard in the city. We do have a fenced yard.
