In my experience, it's best not to disturb Westies when they're on a 'mission'. He probably didn't know you were there and was startled. Over the years, I've been bitten 2 or 3 times under similar cicumstances. In future, make sure he KNOWS you are there and be ready to protect yourself. My dogs are the friendliest guys you could meet, but they've done the same thing. Don't worry, he's still gentle and sweet.
