I think Lyn is on the right track as a Gauger (Gager) in mining parlance was a person who measured coal quantity at a pit (important as the miners might be paid on that basis). It would also be an appropriate name therefore to be recognised in a local pub's title, and indeed the dwelling houses in the vicinity of such pub. Early OS maps of the Spring Gardens area (which used to be a railway level-crossing on the A68) might throw some light on this possibility.
