If it is not a scratch, it is likely a crease in the transfer, either when the transfer tissue was printed, or when the ink was transferred from the tissue onto the platter. I don't know how common this was, probably occurred more than occasionally, but I believe many potters spotted these errors and "wasted" the piece rather than place for sale, so many never left the pottery for sale. As to value, such an occurrence, in general, can't help, whether it makes a difference for this particular pattern, I can't say.
