Hi William,
A mark with that type of information on the back is always a 20th century mark (or 21st). Windsor Ware is a trade name used by a retailer in Philadelphia (Fisher Bruce Co.) from the 1930s to the early 1970s. This website and organization is devoted to the study of transfer printed wares dating c. 1780 to 1900. I hope you will find some older pieces on your buying trips!
