The pattern is certainly "Washington Vase by Podmore, Walker & Co. and carried on by Wedgwood & Co. A plate in the pattern can be found in the TCC Database of patterns. Coysh & Henrywood in Vol. I of the Dictionary on p. 394 discuss the pattern, and Petra Williams illustrates and discusses Washington Vase on p. 84 of her Book I Staffordshire Romantic Transfer Patterns. In Book II, Williams tells us that the pattern has been found in lavender, medium blue, flow blue and mulberry.
