as I understand it, the country of origin was only a requirement on goods intended for export to the US under the Mckinley Tariff of 1891, so if your dish was not made for export it would not have necessarily needed to be marked with the country of origin. As a general guide, wares were marked 'England' from 1891 and 'made in England' from about 1921 although some manufacturers introduced such marks at an earlier date.
I am sure someone will correct me if I am wrong!
