I would be interested to see larger, clearer images of the cups as I cannot make out the pattern. Also what size are they? height and diameter at rim.
They are not syllabub cups, which did not have handles and were made to hold a traditional English dessert (recipe available on request) and examples may be found http://www.blueandwhite.com/products.asp?p=19CN35390 and http://www.blueandwhite.com/products.asp?p=19CN20286. Also syllabub is quite different from punch, which is a drink.
These appear to be tea or coffee cups. I agree about your dating. I do not recognise the pattern on the saucers.
