True, Ima. As the discussion followed on the Silver Creek boards, most of the actual panhandling happens outside of the game software once you make contact on instant messenger and other means. That is when the perps hit.
The conversation also followed that you can help people in need without giving money to do it. Giving food or gently used items is a good way to help people who are truly struggling to make ends meet. As GrandmaS conveys, you can make a policy of never giving money but still help those truly in need.
Based on my experiences, that is a great policy to have.
