If decent western hats (3X or thicker felt) can't be found in your local thrift-stores (I find plenty around here), try Duro-Felt ( http://www.durofelt.com/ ). I've not dealt with them, but I've read glowing reports from a good number of shooters on other boards. They have a fair variety of thicknesses and densities, so you can probably e-mail them and explain what you want it for and ask what other MLers have been getting.
BTW, if you do go the western-hat route, I recommend you cut the hat up first - brim, crown sides, and top - and iron the pieces flat. It lets you punch perfectly flat wads with no wastage from curled areas.
