The Parker Hale's typically shoot a good group with out keyholing when using a minie that is .001" smaller than bore size. It is almost mandatory to clean after every shot for consistancy. The reason they shoot high, is the sights were typically set up for a minimum of 100 meters. You'll find that at 25 and 50 yds they will all be high. Typical military load if I remember correctly was 55 or 60 grains of 2ffg. They can be quite particular to the style of minie. One that I had the most success with was the Rapine International style minie. .001-.002" smaller than bore size worked best. You can shoot several rounds without cleaning between shots if you use a very liberal amount of lubrication and fill the base to keep the fouling soft. It still is difficult to load though if you don't wipe after each shot, but manageable. I have tried several home made concoctions to varying degrees of success. As for a commercial product, one that I probably had the most success with is a lube normally used for BPCR. SPG lube. Expensive, but great results.
Another reason for the shots going high in my opinion, is that the drop on the stock resembles that of a 2x4. Almost none! Beats the heck out of your cheek bone!
