That is not how the lock is supposed to function. My guess is that the trigger is still too tall.
When you set the trigger, the back trigger needs to come under the front trigger bar. This involves having the front trigger bar move up a little. If the rifle is on half or full cock and is in a notch on the tumbler and will not move. This stops the rear trigger from moving the front trigger bar.
You probably just need to take a little bit more off the top of the trigger to give you a little more clearance.
