As long as the triggers work fine out of the rifle,
something is holding one or both triggers.
One thing I can think of is the front trigger is being held in the inlet and will not let the rear trigger slide down to engage.
The spring on the front trigger is just enough to hold the front trigger in a forward position. When the rear trigger is pulled, it moves down to engage the front trigger. This pushes the the front trigger back a little bit so the rear bar can slide into the dog on the front trigger. If the front trigger cannot move a little, the trigger will not set.
Check your inlet to see that both triggers have a full range of motion when they are in the rifle.
