I am not sure what cut you are referring to when you say "hock" I presume that is the portion on the legs under the hams. I also presume that the scent glands were removed when the bear was skinned and cut up.
Make sure all of the fat has been removed. Precook the bear meat by flouring it with salt and pepper and then brown it in cooking oil or plain old lard. After it is browned cook it in a pressure cooker. High heat and moisture will tenderize the meat. For 15 lbs you will probably have to do it in batches. After this just use the meat in a chili or stew. Make sure the pieces are small bite size. Bear meat seems to get bigger in your mouth the more you chew it.
